Looks like they knew that they would need this help sometime. It does show that they knew long before the scandal broke.

Yip, not that it matters now, now it just makes them look even guiltier and $1m out of pocket on top of everything else financial

To me it shows that they knew that they would need this law to be so weak that it would not impact them. As you say it does not look good for them.
