This is all dependant on a number of factors. How many staff are travelling and how many nights are spent away. A gross sum like that might actually be quite reasonable if you find that they had 1000 staff travelling all over the country. Also could there have been cheaper ways of doing this such as driving there. The expenses look like being separate so no problems of personal receipts. For example they might fly to a city and get a hotel and taxis while there. Also how many staff did this? It is easy to get upset over such a figure when you ignore the context. I am sure that BP probably spend more than that on taxis. Though I do find it hard to justify "£28 on lingerie." as a legitimate business expense.

That can be justified. Definitely not excessive and much easier to justify.
