Is that QA comment correct, even generally speaking?

Possibly tangentially. Publishers set release dates and projects slip. Therefore (given by definition it's at the end of the project) final testing can get squeezed and, as the publisher is the one who signs off on the testing, if they say 'drop that to meet the deadline' that's what happens.
