I seriously doubt too many people will get this done (I don't know too many people with a licence, nobody ever even thinks about it), and you'd need to have vets effectively enforcing it and that could just mean dogs staying in agony, frankly. I wonder what age it can be implanted at too... And what about 'spawn of Satan' cats?
