No mucking about there

For all those who wil say TL:DR, what the report essentially says is that:

1. a well-regulated, well-maintained nuclear plant is perfectly safe
2. the Japanese government, regulators and power companies were, and are, utterly incompetent
3. if everyone had done what they were supposed to do, there would have been little or no accident

Which is what I said 16 months ago.
