Under budget
Which "budget" are we referring to as they seem to have moved the budget goalposts numerous times.

They had a budget and went over it. Then they had another budget with a contingency fund on top ,and they went over that budget too. How does not spending all of the contingency fund count as coming in under budget? |

Under budget my [LIFTED] arse. The original budget was £2.4 billion. The latest budget was £9.3 billion. |

I thought that the budget* was £12 billion so they are under budget. *sixth version of the budget. |
