London 2012 £377m under budget

The cost of the London Olympics and Paralympics will be £377m less than expected, according to the government.

They had a budget and went over it.
Then they had another budget with a contingency fund on top ,and they went over that budget too. How does not spending all of the contingency fund count as coming in under budget?

Under budget my [LIFTED] arse. The original budget was £2.4 billion. The latest budget was £9.3 billion.
