I think the whole way the EU spends money needs reform. Even people who are pro EU in terms of politics can't ignore the state of their finances etc.

Except that the main reason the EU's accounts don't get signed off is because member states don't account for the money they spend properly. Britain is never going to convince the other member states to reform the CAP when its line of argument is "reform the CAP! But, er, leave the British rebate alone!". Britain's whole approach in the EU is one of pure self-interest, and it's why we look isolated and selfish every single time a negotiation comes around.

Unlike say the French who won't allow any reform of the CAP because of selfish interest.

Maybe the solution is to reduce the nations grants by 10% each year if they cannot account for the money. Gradually the sums would either decrease to zero then the books would balance or the nation accounts for the money properly.
