All benefits should be means tested.

The Winter Fuel Payment isn't a benefit. Call it a gift, perhaps. ;)

I never understood why they gave people the money then told them they should use it for heating. Why not just tell the utility companies to charge everyone over qualifying age 200 quid less a year on gas or electricity?

Most are. There are transfer payments like Child benefit which are not. Though most will not discover how bad most benefits are until they need to claim for them.
