WTF?!?! If this is the kind of stuff that's going to happen, then it'll end up with people ringing their GPs (for free) for a home visit and when I get there, it'll be me who will have to ring 999 and pay. Feck off. Honestly if people need to ring, it should be free. If it turns out to be inappropriate eg prank call, they should then be fined £100.

It strikes me as being a no-win situation, between trying to encourage those people who need a 999 service to actually call it and stopping those people who really don't need it. Anything to try and change one of those two camps is likely to have a negative effect on the other.

Something like a ten pound fine for a time wasting call rising to a maximum of £50 for repeat offences might work. Not enough to cripple someone financially, but enough to make them think twice.
