I think that the fines are added to those of the US and the EU. Collectively they are getting painful for those fined. Though I suspect that fines in general are pathetic for corporate wrong doing. They need to be much higher so that it is not a couple of weeks profits but can wipe out the profits for a year or two. Only then will bosses stop rigging markets. Small fines become a normal business overhead. Large fines wipe out executive bonuses, and that is the only thing that most bosses care about.
