The problem is that cuts from central government mean that the impact on front line services are far greater than the cuts.

I fall to see how this if dodging democracy. They can be voted out at the next council elections if people don't like what the councils are doing.

No worse really to shops claiming that a product is “less than £200” when it’s priced at £199.99

Or petrol stations and their 137.9 method of pricing.

Though I suspect that they will vote them back in when they see the alternatives, hardly undemocratic.
