The trouble he has is that a lot of these paedo priests are so deluded that they don't think they've done anything wrong. That makes tracking them down harder as they won't admit to it if/when challenged.

That applies to many higher up who may have done very similar crimes in the past.

There are simple solutions and that is to not protect any priest and allow the police to have full access to records to allow them to prosecute bad priests. It will mean a surge in convictions but will eventually clear the church of bad apples that stain the church. It takes time, but would be a lot faster than allowing the Church to be mired in rumours for decades.
