That is the real reason for the sale. It will mean that any borrowing will not add to the national debt, but that was supposed to be the reasoning for PFI/PPP except that they now have to be added to national accounts. Having seen the channel 4 program about private delivery services I do not see any hope for much improvement. They might simply accumulate the mail till they can actually deliver it and there will be an end to the postal service as they will not push the universal price guarantee.
