It might be a bargaining point, but the drone attacks have not help Pakistan maintain any sense of stability. The tribal areas are as unstable as ever.

He can do infinitely more for the war on terror by fixing Pakistan's many other problems.

Their military has too much political and economic power. It should be stripped of its multitude of non military concerns (the UK would never allow the army to own an airline). Perhaps that would help it to stop overthrowing governments which would be useful too. They should collect some taxes now and then. Fix their relationship with India, demilitarize Kashmir and start an international arbitration process. Tackle corruption. Fix the relationship between politicians and the judiciary in a way that doesn't grant too much power to the former. They have to fund both an overhaul of their decaying infrastructure and their patchy education system. And somehow they need to make a deal with the IMF or the bond markets, neither of which seems to have much faith in them.

None of the above is possible without first taking money and privileges away from their bloated, self-interested, military. And that isn't possible without getting out of the WoT.
