And get shot? I do not think so. I do understand what you mean though. This event has been held for many years and attracts people from all over the world and yes there are the occasional injury but that is life. People will only take part if they feel up to it.

All she needs to do is sell it to them (for 1p) with the invoice saying for consumption. Then if the organisers use it for something else thats not her fault

All you need is a little creativity to get around these silly laws.
During the "Beef on the bone ban" days my local butcher sold T bone and Ribs of Beef with a small sign saying "for your dog"
I ate more quality beef during that whole debarcle than normal because it was cheaper
