Not really. This has been a trend for decades. So you cannot blame any of the political parties for these failures, unless they interfered once started. What will probably happen is that all the civil servants will get bonuses regardless of the success or failure.
I wonder how the DLA switch to PIP will go. That looks likely to be a failure. My disability appeal has joined the queue for tribunals and I have more than a year to wait. So I suspect that the same will apply to PIP and housing.
