Actually, they kind of are. D'you know how many civilian staff are in the MoD's procurement department?

Yeah, them. Last I head the MoD's procurement department (technically 'Defence Equipment and Support') had 20,000 staff. Twenty thousand. That's one for every seven members of the armed forces. 'Overstaffed' is a massive understatement.

I agree (I seem to recall an Eye article where, guess what, privatisation was mooted), but is it really taking that many people to make billion pound screw-ups? It's the same deal in terms of senior staff with the services themselves as I understand it.

Oh the armed forces are very top heavy. If I remember correctly we've got more Admirals than ships.
