Prudish British values that stem from the Victorian notion that nudity will somehow corrupt the lower orders, causing all manner of social ills. The fear being that someone will become aroused and from there become insensible with lust, commit at least one of the seven deadly sins and go on a rampage through the foggy London streets.
Pretty much the same reason why a lot of classical statues were altered - male genitals hacked off, and fig leaves put in their place. The study of such things was for academics only - people of sound moral virtue who were immune to such depravities - their education providing the moral armour necessary for such a defence. In the British Museum, I reckon there is a drawer full of these bits and pieces.
