In any organisations there will always be some examples of waste. The bigger they are the more they waste. Even private organisations have plenty of examples but will be suppressed when it comes to announcing it.

Yes but I think that this was done by some department that deals with school visits and this was their solution. It probably was never discussed by anyone in Parliament as at was delegated to the department to deal with.
