With the numbers of deaths of police men by families of their victims I think that this might be down to something else. Either

Revenge by the family of someone they killed?

This could be revenge by other police, and making the boy do the killing or just kill him at the end to make it look like a murder suicide.

It is not straight forward, but blaming the boy does close the case.
