Yup - the newest wheeze is to allow bouncers and security guards the right to issue on the spot fines.

I can see it now - little private police forces springing up all over the place.

This is a Very Bad Thing.
But it's ok, Jack Straw's being asked about it.

More hobbyists. Ideal.

Of course as long as their "trained". Thing is their training will be the same as that of the assholes in Kent and everywhere else.

This is so very, very wrong.

Who thought this would be a good idea?

Hmm - a heirarchy of enforcers. Not a bad idea if you want something fixed, but don’t want to go down the usual official channels. Just send out one of the local mercenary forces to do the job for them.

I bet Group 4 and Securitas are rubbing their hands with glee. They have their large security operations, fleets of armoured vans. Now they can get the legal right to act as police officers.

From the article:
Quote:
1,400 people can issue penalty notices and instant fines for offences from dog fouling to public disorder.

Note: “instant fines” this means your rent-a-thug becomes judge, jury and executioner. No mention of right of appeal, or how this will be regulated beyond the notion that people will be checked and left to get on with it.

Can I tack this story onto this as I feel is adds to the overall problem. This time, we have commercial pressures acting on parking attendants.

http://news.bbc.co.uk/1/hi/uk/8168191.stm

Quote:
Parking enforcement officers face "humiliation" if they fail to meet their targets for issuing parking fines, their unions have claimed.
The unions Unite and Unison say wardens often have to meet targets to qualify for overtime and other perks.
Parking attendants have told the BBC this means some tickets are issued when there is no real justification.

This is where your privately owned army of law enforcement officers will take you. Targets and discipline.
