He is looking at the wrong problem. How many of these people have been driven to steal food because of hunger? The numbers of people being awarded assistance by the councils is increasing because of cuts elsewhere. When the safety net is shredded by cuts you will have other problems. If they are imprisoned will the gaols be told not to feed them as it will reward them for their crimes?
