On-the-spot fines to punish careless drivers

Well that's a third of drivers who need to learn to drive properly. Fecks me right off when I see someone doing 60mph in the middle lane of an empty motorway. Though I'd probably get fined for undertaking them too.

While I'm broadly in favour of measures to stop tailgating and lane hogging I can't help but wonder about this being used as a nice revenue earner if things a looking a bit iffy for the police finances.

What distance do you have to be from the car in front for it to be tailgating for example? Less than a 2 second gap in dry conditions, less than the safe stopping distance given in the highway code? More likely it'll be whatever the prosecuting officer decides at the time.
How far ahead will you be allowed to read the upcoming traffic and move over without it being considered lane hogging?

It sounds like a good idea but it's going to be hellishly difficult to enforce, especially if you don't have enough suitably trained traffic cops to enforce the existing rules anyway.

Most if not all police cars have cameras in them so as long as they keep the film/file they will have enough evidence to convict and the courts could add additional penalties for wasting court time.

It all makes sense but the problem is that you see so few police cars anyway.

Thing is - you keep a decent distance from the car ahead (assuming that their brakes are somewhat shoddy), and an idiot pulls isn't that space and bingo! You're tailgating.

It is a constant problem on the M25. I like to keep at least a 2 second gap in front of me on the motorway, but that means I am constantly backing off and then another car jumps into the gap. Thankfully I do not drive that route that often.
