It's all about recognition :)

In all seriousness, there's a long history of targeting public services of every description, and the Beeb itself. Putting 'From BBC NI' on it would mean it looked like a package from one department to the other. Though in this case it wouldn't surprise me if the sender's address partly triggered all this.

I'm thinking it might have been more of a 'recording lense' bit of electronics kit than a full-on camera, hence it being in the bottle. They were also possibly looking at a scan that didn't show much detail :|

I do think that the private sorting office should pay. They might have some grounds for asking for a contribution from the BBC.
