Yes but the first shot might be justified, the second two are questionable, and the final six are excessive.

I agree with Amnesia. My first thought was at least the shots once he was on the ground were excessive. Disabling him with a shot or two might be justifiable in terms of public safety, but emptying the weapon into the suspect isn't.

It is also equivalent to more than half the entire number of shots (12) fired by the entire German Police force last year
