Sort of blows mighty holes in the governments rhetoric that the planning delays are what are holding back the construction of homes.

I'm surprised councils have money to build more,even if the limits are lifted

No these are the planning permission for developers to build. They clearly do not have the market to build. They either paid too high a price for the land or do not want to hire the staff to build them.

Oe they never actually planned to anyway but they know land with planning permission sells for a higher price than land without.

I suspect that it is the later. There are solutions to the problem and that is to make the planning permission time limited and not transferable, so that the planning application has to be restarted to but with no guarantee of success.
