That might apply in some areas but not in the most populous areas. I do think that corruption is a significant problem in India and that whittles down any spending to meaningless amounts. |

We could have a similar scheme for road and pavement detritus. For example :-"Bloody hell, I've just stood in a Michael Gove. Why don't dog owners clean up after their pets?" |
