What about internet chains?
Retail chains are already struggling to complete with them,and they're thinking more shoppers from the streets than ever.

Rates are one thing but so are rents. Most rents are upward only and as a result many store closures are when the next quarterly rents are due. Also many rents lock in tenants indefinitely until they get a new tenant so does not help. That aspect should be ended. Let landlords take the hit. They should also be responsible for rates when vacant. It might encourage lower rents and the store being used. Maybe online retailers should pay something as well.
