So they're closing them now, but the new one won't open for years.

You know it's kind of a good thing if a prison isn't somewhere it's easy to get to or away from, right?

Yes but the contact with family can also be a motivation to go straight on release. Also what is the risk to the public from a prison break? Most escapees will want to get as far away from the prison to avoid getting captured. The police might bring tracking dogs to the prison and if they are only 200 yards from the prison they will get caught much more quickly. Most prisons are pretty secure.
