I am sure that this could have happened in a big private company but we would never have heard about it. But because this is publicly funded we find out via FOI requests. |

Probably not. Overpaying is not a crime even if it is public money, unless they knew that they were overpaying and why. Then they could be co defendants in a fraud case. |
