What about those on zero hours contracts? They are unable to get other jobs because they may be required to work for their employer at any time. Some employers may deliberately employ excess staff to ensure that they have adequate numbers when they expand, but not enough to employ them all full time. They may also find that it never pays to employ many full time because of sick pay and holiday pay entitlements. So these staff will never be able to work enough! Even if they really want to.

At one (utterly callous, scandalous level) its a brilliant idea. If you're not working at all, they can say you're not making any effort and cut your benefits. If you're working but aren't paid very much, they can say you're not working enough and cut your benefits. If you're working and being paid a reasonable wage, they can say you're earning plenty enough to live on and cut your benefits.

It's the bureaucratic equivalent of the chucking a 'witch' in a lake.

There will have to be lots of calls by the DWP to every employer to ask if the employee is able to work longer hours and has refused. If not this will probably be challenged in the courts.
