Sounds like they haven't used IE 10 on Windows 8, swiping down brings up a list of open tabs at the top, the ability to make a new tab and the url bar appears at the bottom of the page, with a button to reload the page...

A swipe down doesn't close the app, it opens the list of active tabs.
