There really needs to be criminal charges brought against the officer who amended the reports and the officer whose reports were amended, unless that officer made a formal complaint to the Chief Constable. It should be a sackable offence and one that cannot be dealt with internally but by a court.

Most of those responsible have retired, so we really should be imprisoning them and stripping them of their pensions which should go to the victims families. Though the organisations will have to accept financial responsibility as well.
