It's not a deterrent at all, just a way to get drunks of the street.
One question.... what happens if the drunks start fighting in the tank?

There may be a better way to deal with them and that is to tag them and impose a curfew on them. Nothing like a tag to keep them off the street. You cannot get into a fight except at home. There are probably enough laws already to deal with this than create a new private prison system that will probably need significant numbers of drunks to make the investment. It would be pointless to spend several million on buying and refurbishing a building to such standards, get past the NIMBY's who will have to have it near them.
