Clegg was wrong to accuse them of aiding the terrorists. What he should be concerned about is the wrath of the public for violating their civil rights.

Indeed. They may be able to get data not leaving the EU, but they've got little chance on the one country limite purely due to EU competition/free trade/movement laws

They could still apply domestic laws on international carriers. If say BT want to join they would have to comply with the German laws of have their local licence revoked. BT and others could supply equipment so that would not be a restriction. The fact that the network would have to be domestic then it might not even be an international problem. The problem is that US equipment suppliers will be locked out of any such upgrade because of backdoors for the NSA. The Chinese government has ordered a replacement of all US telecoms and switching equipment with Chinese equipment or if nothing can be sourced domestically then EU equipment.
