Both of those are very old examples. Bletchley Park was during the war, and Bond is an idealistic version of spying again primarily during the cold war. All the novels were written prior to 1964.

After all the recent revelations, I don't think any major policical party would agree to the snoopers charter.

I would not put it past them. Look at the numbers of attempts that governments have tried to sneak in draconian DRM laws like SOPA.
