we should not be giving financial aid abroad for any reason other then emergencies
a fund for that can be built from restricting/redirecting/saving current overseas aid.

The problem with that is that these people are already very poor and not helping them will make more of them come here to find work. So it is not really so straightforward. Also what guarantee that it will be used any more wisely here? It might simply go in tax cuts for the one percent.

We do have a space program we just do it with the European Space Agency. We could manage our aid better. I still think that we should give aid.
