It's to kill people the government doesn't like.

No it's not.

It's to kill people the government doesn't like.

That is the other benefit. Though why disguise their weapons if they solely want to kill the civilians? It is because it would be a war crime and so disguising the real attackers creates doubt.

Or perhaps they are having difficulty resupplying an air base by road, so they are using make-shift bombs?
Prolonged messy wars sometimes have that effect.
