I do hope our courts really punish them and hit them with a fine that actually hurts. Too many fines are simply an additional cost of doing business.

A fine that actually punishes Google might be quite useful; could probably wipe out most of the deficit with that...

Agreed. Most fines are simply additional business costs. The fines should be so large that the company could struggle to make a profit for the year if hit by the fines. If they are scaled so bigger companies pay a lot more then it would also be fairer as they would almost certainly have the resources to make sure that they complied. A small local corner shop might have problems complying to the same extent. A company like Google could easily afford to ensure that they complied.
