I think this is a great idea. By making them eat they actually get food. Otherwise they will get minimal food intake because all their food will be spent on drink. This also gives them a sense of purpose even if it is only to get another beer.

If it solves the problem of them sitting in the park causing trouble because they can get beer just as easily by doing this and without the need to beg or pester other park users then it should be supported.
