It's quite clever, Labour look good while the Tories find it quite hard to criticise in the current climate. And especially considering their image at the moment with IDS, white tie Cameron...

True but one of the big bugbears for people is that they have "Paid in" for 10/20/30 years and then when they have to claim are trated like the work shy

I can appreciate that but the thing is that this top up will only be for a few months anyway, and unless they get a job they could be on the lower means tested JSA and treated like they were work shy. In some areas the numbers of unemployed are far higher than the numbers of jobs.
