It's interesting, there's a bit of a Freudian slip in there...

Saying 'before the recovery came' rather than maybe 'before we got the country back on it's feet' implies he doesn't actually believe his government's policies had very much to do with it. It's like saying 'All our crops were dying before the rains came' - it implies an uncontrolled random event that arrives according to it's own whim.
