Same here in Germany, a lot of the flood defences planned after the 2009 floods hadn't been implemented as we had record floods in Autumn last year.

Yes Dave is in trouble with that one, no wonder he has been out a lot in his wellies trying to find out what he did wrong. The fact that more extreme weather is now more regular and what would be once in a century storm is more likely to be once in a decade or less means that he might actually have to change a lot more policies longer term.
