They probably knew that it would have massive great loopholes considering the access they have to number 10. |

The new payments would be in addition to bank leaders' basic pay because the EU is limiting bonuses to 100% of salaries – or 200% if shareholders approve larger payments. |

Also in most companies even if shareholders vote against the pay the votes are not always binding. So while the board might cut their bonus the bonuses for the trading desks continue. |
