A sticking plaster in other words, and partly to cover the sort of hysteria that IDS and the more right-wing press whip up in the first place. There's no way this will get the funding it would require to be meaningful. And don't even ask about any bit that might require a database...

This approach has been controversial, with some critics claiming that it is an attempt to massage the numbers of children who are classed as living in poverty.

This will probably be the route they take as it will not mean spending a penny. Just define all those parents as addicts and the problem has gone away.
