I think this is messed up, however I fail to see how it's fair for one government to bully another with sanctions over one human rights issue. It effectively destorys democracy for all but the strongest countries.

Yes very few countries would be clean. Democracy does not really exist in many so called democracies, especially when unelected leaders can be imposed on a country by the IMF.
