I find OFSTED reports a much better way of judging schools than league tables.
League tables are heavily influenced by the area the schools are in, not just the teaching. OFSTED concentrate more on the actual standard of teaching.

ofsted often arrive at schools with the outcome allready decided and then look for the evidence to back up that decision regardless of the impact or what is actually going on.

Ofsted absolutely have an agenda, and the standard of teaching isn't it.

I never said it was perfect.

The trouble is that its far from being satisfactory let alone perfect. 20 minutes to damn a teacher. Thats a great way of assessing.
