Omnipotent, omnipresent and omniscient God either can't, won't or doesn't stop suffering. So he/she is either evil, incompetent or doesn't exist. I'm not surprised the Archbishop has doubts.

Purely logically, the second statement does not follow from the first. Only if said God were also infinitely benevolent would the second statement be true. It's possible from the first statement that there is a God and he either a) Doesn't give a toss or b) has some purpose towards which the suffering is contributing.

He is expressing doubts about the existence of a God that conforms to his idea of what God should be, which is a slightly different idea.
