http://www.bbc.co.uk/news/world-latin-america-30239433 I'll believe it when I see it - he could sack and replace every cop and within weeks they'd be dirty there's that much money floating around. It's gone on so long that they had the balls to 'disappear' people, so it's corrupt from the very top down. |

I read an article once about.. I think it was Colombia but I suspect it applies in a lot of places - the police offers were basically offered a choice; 'The silver or the lead' - either take the bribe, or a get a bullet in the head. Changing the guys wearing the uniforms won't help if the culture doesn't change with them. |
